Why Roman Gujarati is ambiguous
Roman Gujarati is written the way it is convenient to type, not the way the script works. One Roman letter routinely stands for two or three different Gujarati letters, and nothing in the typing distinguishes them.
The clearest case is ળ, a retroflex l that Hindi does not have at all. Everyone types it as a plain l, so Diwali should be દિવાળી but a converter working from the letters produces દિવાલી.
The same applies to aspiration and to the retroflex series. Gujarat ends in dental ત, not retroflex ટ, and the Roman spelling gives no clue which. Only knowing the word does.

What is English to Gujarati transliteration?
Typing Gujarati words in Roman letters and getting them back in Gujarati script. It is not translation: 'pustak' becomes પુસ્તક, not 'book'.
What is ળ and why does it matter?
It is a retroflex l that Gujarati has and Hindi does not. People type it as an ordinary l, so a converter that works from the letters writes લ instead — દિવાલી rather than દિવાળી, which is wrong.
