Why Roman Hindi converters add letters that are not there
Every Devanagari consonant carries a built-in a. र is ra, not r. Hindi stopped pronouncing that vowel at the end of words centuries ago, so Ram is written राम — three letters, ending in the consonant म with its inherent vowel silent.
A converter that maps letter by letter has no reason to drop it, so it produces रामा, which reads Rama. Whether the schwa is pronounced depends on the word and its structure, not on a rule you can apply blindly.
The other half is the nukta — the dot under ज़ ख़ ग़ फ़ क़ that marks sounds Hindi took from Persian and Arabic. Nobody types it, so converters leave it out and write जरूरी for ज़रूरी. Knowing which words carry it means knowing where the word came from.

What is English to Hindi transliteration?
Typing Hindi words in Roman letters and getting them back in Devanagari. It is not translation: 'kitab' becomes किताब, not 'book'.
Why is Ram written राम and not रामा?
Devanagari consonants carry a built-in 'a' sound, and Hindi does not pronounce it at the end of a word. So राम already reads 'Ram'. Adding ा makes it 'Rama', a different word.
